State Fund-Raising Rules Harm Charities, Critic Says
A nonprofit consultant has charged that state regulators force charities to spend too much money to comply with state registration requirements.
In a scathing letter to an organization that represents state charity regulators, Mark J. Fitzgibbons, an official of American Target Advertising, says that state registration and other requirements are overly complicated and regulators have failed over the years to simplify the process.
