Gates Foundation Says Test Scores Not Enough in Rating Teachers

In a report released Tuesday after three years of research on how to best measure teachers, the Bill and Melinda Gates Foundation concludes that test scores and principal evaluations are not enough to rate classroom performance, says the Associated Press.

The foundation, which has made teacher evaluation a linchpin of its U.S. school-improvement efforts, said multiple measures are necessary to judge instructors, including student surveys and classroom evaluation by a second person along with principals.

The study involved 3,000 teachers in largely urban school districts. Its findings mirror the views of teachers unions, which have fought the use of test scores or single evaluations by principals as the sole measures for rating teachers.
