After the West Virginia Ethics Commission banned the practice of allowing law-enforcement associations to hand out decals and bumper stickers to contributors, lawmakers revised the rule this week to allow the practice if the decals contain a disclaimer that the holder is not entitled to any special treatment, reports the Associated Press.
The state Ethics Commission initially adopted the rule to counteract what it said was a widespread public perception that displaying the decals and stickers can get a donor out of a speeding ticket. Law-enforcement associations have long denied they promise special treatment to donors, but said they would have trouble raising money if they could not offer donors something to show that a contribution was made.
The state’s Legislature must now consider the measure.
